As recently posted by CivicMic, the City of Oxnard Maintenance Assessment District levies were approved for Fiscal Year 2020-21 at the June 2, 2020, Council meeting. The approval included the California Cove budget for 2020-21 funded by Landscape Maintenance District No. 14 ("LMD No. 14") assessment levies. LMD No. 14 was formed in June 1990 and currently funds the maintenance of the interior public improvements at a "D" maintenance level of service for the California Cove community. A "D" maintenance level of service means the improvements are maintained once a month. Please see the links below for a description of the maintenance levels of service.
The assessment formation documents do not provide for an annual cost of living inflator and the assessment rate has remained the same since 1990. Maintenance costs, including utilities, have significantly increased over the years resulting in the lower "D" maintenance level of service. Please note that the maintenance of the exterior public improvements (perimeter, parkways, and medians) surrounding the California Cove community is funded from the City's General Fund and not LMD No. 14 assessments. Lack of funding from both LMD No. 14 and the General Fund has resulted in the lower maintenance level of service for California Cove.
Important: California Cove (LMD No. 14) is already being levied at the maximum amount allowed per the assessment district documents. An increase in the annual charge to add the exterior improvements (perimeter, parkways, and medians) and to provide a higher level of service must be approved by the California Cove community. The City can’t increase the annual charge without California Cove's participation.
