In this post, CivicMic focuses on the need for public improvements in the Culver City area known as the Hayden Tract.  Representatives of 49% of the properties in the Hayden Tract met with City officials on August 20, 2018 to discuss the need for Hayden Tract public improvements.  The meeting covered the potential formation of a Property-based Business Improvement District (“PBID”) to fund the Hayden Tract public improvements. The group discussed desired public improvements such as parking, parking shuttle service, sidewalks, signage, improved traffic circulation, scooter lanes, green spaces, and electrical and sewer infrastructure improvements. A few commercial property owners in the Hayden Tract met with City of Culver City officials to discuss opportunities to improve the commercial area relative to parking, mobility and pedestrian amenities. The discussion included the potential formation of a Hayden Tract PBID, a Property-based Business Improvement District, that could help fund future public improvements. A PBID is an assessment district comprised of area property owners that voluntarily assess themselves in order to fund and oversee communal improvements and programs in their commercial area. What are Benefit Assessment Districts? Benefit Assessment Districts are a “property tax” mechanism used by local governmental agencies in California (counties, cities, and special districts) to fund public improvements and services.  Assessment Districts are established for a specific geographical area that receives a special benefit from specific public improvements and services.  In other words, the charge only applies to properties receiving a benefit instead of being applied against all properties within a governmental jurisdiction, as is the case with regular property taxes.
