A Property and Business Improvement District (PBID) is a special financing district. It is proposed to be funded by property assessments to provide additional, targeted services exclusively within its boundaries. It's proposed to enhance cleanliness, safety, economic vitality, and overall appeal in Downtown Tulare.

PBID-funded services are additional "special benefits" that directly benefit your property and surrounding areas beyond the basic services funded by regular city taxes. These enhanced services specifically benefit assessed properties, improving safety, cleanliness, and economic attractiveness.

Assessments are calculated using the following factors outlined in the Engineer’s Report:

The Total Special Benefit Points are computed for each parcel in the proposed District. The Total District Special Benefit Points are used to determine the proposed assessment amounts on each parcel. The Total District Special Benefit Points may change in the future due to development, redevelopment, or changes in property land use classification or parcel characteristics.

The assessment per Special Benefit Point for the Services and Activities is calculated by dividing the total costs for the Services and Activities to be assessed by the sum of the total Special Benefit Points assigned to the parcels within the 2026 PBID. The following formulas provide the assessment per Special Benefit Point calculation for the Services and Activities:

Assessments may increase annually based on the annual Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim CA region, not to exceed 3% annually, beginning July 1, 2027.

"General benefit" refers to improvements and services that benefit the broader community, including individuals who are not property owners within the PBID boundaries, such as pass-through traffic. These benefits are required to be funded separately (not by property assessments).

No. Once approved, all properties within the PBID boundary must participate. However, if the district is not meeting expectations, property owners have an annual 30-day window to petition for its disestablishment. The first such period shall begin one year after the date of establishment of the 2026 PBID.

An owners’ organization administers a PBID established under the Law. The owners’ organization is a private non-profit entity consisting of parcel owners within the PBID boundary. This organization is under contract with a city to administer or implement the services and activities specified in the Management District Plan.

• Assessment ballots are then mailed 45 days prior to public hearing.
