Rio Del Mar Flats Stormwater Project Survey
The County of Santa Cruz has determined a need for a pump station in the Rio Del Mar Flats community to reduce extensive rainfall ponding. Funds have already been secured to construct a new pump station. However, the County must secure funding for ongoing operations and maintenance before it can build the pump station. CivicMic is working with the County to facilitate community outreach and public engagement to consider an assessment on the property tax bill as the source of funding. This survey will help determine the community's support for the project and the proposed assessment district to fund the ongoing operation and maintenance of the pump station.

Gather and share information about the proposed formation of a Special Financing District for the Rio Del Mar Flats stormwater drainage improvements project.
Draft Engineer's Report
Completion of a draft engineer's report including preliminary rates.
First Community Meeting and Survey Results
Host a virtual community meeting to share survey results, discuss procedures for the formation of a Special Financing District, preliminary rates, and answer questions.
Continue Outreach and Public Engagement
Continue to share information about the formation process, including improvements, maintenance, services, and rates. Consider comments and answer questions from stakeholders.
Second Community Meeting
Host a second virtual community meeting to share final rates, discuss procedures for the formation of a Special Financing District, and answer questions.
Mail an informational flyer to stakeholders within the boundaries of the proposed Special Financing District.

Intent to Form the Special Financing District
The County Board of Supervisors considers the Resolution of Intention to Form the Special Financing District and the Resolution Preliminarily Approving the Engineer's Report. The Board also sets the date and time of the Public Hearing.
Notice of Public Hearing and Ballots
Mail the notice and ballot to stakeholders subject to the new Special Financing District.

Public Hearing and Ballot Tabulation
The County Board of Supervisors conducts the public hearing and ballot tabulation. If supported by tabulation results, the Board also considers the Resolution of Formation and confirms the rates.
Charges Submitted to the County
Charges for the newly formed Special Financing District, if approved, are submitted to the County for placement on the secured property tax bills.
