In this post, CivicMic shares the Fairfield LLMD loan poll.
The City of Fairfield (the "City") annually levies and collects assessments to maintain specific lighting and landscaping improvements and services in your area through a Lighting and Landscape Maintenance District ("LLMD"). Over the last few years, the cost of this maintenance has exceeded the revenue generated by the current assessment rates. Consequently, the service contracts for LLMDs No. 7, 11, and 13 have been reduced.
To temporarily subsidize the assessment revenue shortfall and continue a standard service level, the City is considering a loan from the General Fund. This loan would cover services and maintenance from May 2022 through June 30, 2023, the end of the fiscal year 2022-2023. Affected property owners would repay this loan through their assessment amounts over five years.

If a General Fund loan is not issued and/or a new assessment district is not formed, services may be reduced at any time in order to avoid a budget deficit in any given fiscal year. This loan is a short-term solution.
To maintain the level of service comparable to the fiscal year 2020-21 for the long-term, an increase in the annual assessment amount is needed for each of the above-referenced LLMDs. This is done through the creation of a new assessment district. If a new assessment district is not formed and a General Fund loan is issued, the existing LLMD would still be obligated to repay the loan received for the fiscal year 2022-2023. Services would be reduced in the fiscal year 2023-2024 through the fiscal year 2027-2028 in order to make the loan payments.
The City is looking for feedback from property owners about their support for the short-term loan.

Manual Campos and the freeway should not be part of our district. I do not want to pay more for those.
Why was the poll regarding the loan close early in the day on April 22, 2022. Numerous residents of Rolling Hills only recently (Thursday night, April 21, 2022 at the Rolling Hills residence meeting) learned of the poll. I would like the poll re-opened in order for the all the residents of Rolling Hills, can participate.

Thank you for reaching out. The poll’s anticipated close date was set for 4/22/2022. The poll was open for just over three weeks and closed on the 22nd so City staff would have sufficient time (early this week) to report the findings to City Council for the May 3rd meeting.
