Fruitvale Business Improvement District Survey
The Unity Council and the Fruitvale Business Improvement District (BID) would like to gather information about the services provided by the BID. The BID is responsible for revitalizing the commercial corridors of International Boulevard, Fruitvale Avenue, and Foothill Boulevard. The BID strives to create clean and safe streets, offer community-building activities and attractions, and build business skills among small business owners to support sustainable growth. These services are funded through an assessment that is paid for by property owners in the BID. The BID is approaching the renewal period. We need information from you that will allow us to create renewal documents that reflect the services desired from the BID by stakeholders.

Community Meeting and Survey Results
Host a virtual community meeting to share survey results, discuss procedures for the renewal of the Fruitvale Property Business Improvement District, and answer questions.

Continue Outreach and Public Engagement
Continue to share information about the renewal process, including proposed improvements, maintenance, services, and new rates. Consider comments and answer questions from stakeholders.

Assessment Engineer's Report and Management District Plan
Completion of the new assessment engineer's report including the separation and quantification of special and general benefit, and proposed new rates. Completion of the new Management District Plan.

Petitions and Informational Flyer
Mail petitions and an informational flyer to property owners within the boundaries of the new Fruitvale Property Business Improvement District.

Intent to Form the New PBID
The City Council considers the Resolution of Intention to Form the new Fruitvale Property Business Improvement District and the Resolution Preliminarily Approving the Engineer's Report and Management Plan. The City Council also sets the date and time of the Public Hearing.

Notice of Public Hearing and Ballots
Mail Notice and Assessment Ballot to property owners subject to the new proposed Fruitvale Property Business Improvement District (no less than 45 days prior to the Public Hearing and tabulation of ballots).

July 13, 2021
Public Hearing and Ballot Tabulation
City Council conducts the public hearing and ballot tabulation; City Council considers the Resolution of Formation and Confirms the Assessments (at least 45 days after the mailing of the assessment ballots).

Charges Submitted to the County
Newly formed Fruitvale Property Business Improvement District charges are submitted to the County for placement on the secured property tax bills.
