On April 8, 2025, the District adopted an updated Water and Sewer Cost of Service Study and rate model. The study and model concluded that increases to both water and sewer rates are necessary to generate sufficient revenue to support ongoing operational costs and to fund critical capital improvement projects. In accordance with Proposition 218 requirements, a Notice of Public Hearing explaining the basis and need for the proposed rate increases was mailed to all District customers and property owners on May 2, 2025. The public hearing to conduct the protest proceeding and consider adoption of the new rate schedule is set for June 18, 2025.
Following the distribution of the Notice of Public Hearing, staff identified calculation errors within the adopted sewer rate model, specifically in regard to the Commercial Class, and the adopted water rate model specifically in regard to the Water Fire (Sprinkler) Service Charge.

I am not sure how many people can continue to sustain the increases in this community. Not all of us rent our homes out to help pay for these increases. Some of us planned on retiring to our community in PML, but between the devastating home insurance crisis and the water and sewage with this much of an increase. I don’t know how many of us can continue to sustain the extreme ongoing price increases.

Quiet a few years ago there was a study done, and part of that study was how much can a ratepayer be able to pay. A 100%increase in five years is really unacceptable and really unbelievable.
I know all of the individuals who are on the sewer system are paying much much more than homes with septic. I’m a single widow living in PML with only social security as my income. I am scared that I will have to sell my home because I simply cannot afford this increase from GCSD. Please structure the increase to include all homes. Thank you.
