Rio Del Mar Flats meeting

How to Join the Rio Del Mar Flats Meeting

CivicMic and the County of Santa Cruz are hosting a virtual (Zoom) and telephone Rio Del Mar Flats meeting on Wednesday, May 26 at 6:00 PM (PST) to discuss the proposed formation of a special financing district to finance stormwater drainage improvements in the Rio Del Mar Flats area. This includes the funding for ongoing operations and maintenance of the pump station that the County would like to build to reduce rainfall ponding.

  1. Q – There is mention of the ’10-year event’ data. When was this data compiled and has it been updated – when? What has changed in the storm runoff data since this data reference point was established? Has the impact of upslope drainage been considered, and why is there no share of costs from upslope properties in a broader reach?

Q – How will assessments within the boundary area be impacted by new residences being built on a previously undeveloped lot?

Comment: This is labeled as a ‘benefit assessment’, but it seems that it should be renamed as a ‘drainage basin pump station’ and the costs apportioned over a much broader area to encompass contributing impact factors over the past span of 10 years or so, such as: new development, new hardscapes, changes to grading, direct drainage (private drainpipes from upslope residences diverting watershed downslope into the proposed area).

    1. Hi Deborah,

A – Surface flooding analysis during 10-year storms was completed by an engineering consulting firm in 2012 and hydraulic analysis was completed in 2016 by the project’s civil engineer in order to design the proposed drainage pipe system in the flats. No remarkable changes have occurred in the Rio Del Mar Flat tributary drainage area to necessitate an update to the analysis. Runoff from the entire tributary drainage area, including from upslope properties, was considered in the hydraulic analysis and the drainage system sizing. The Assessment District law allows the assessment to be applied to properties benefitting from the improvements only regardless of where the runoff is coming from. The upslope properties, while contributing runoff to the Flats area, are not receiving benefits from the drainage improvements.

A – When a new residence is developed it will be assessed the same as all the other residences.

      Hope this helps!
