Background What are Community Facilities Districts? Community Facilities Districts (“CFDs”), also known as Mello-Roos Districts, are special tax districts that were created in 1982 through the Mello-Roos Community Facilities Act of 1982 as a means of obtaining additional public funding and financing for various services and infrastructural improvements in California by imposing special taxes on property. They were created by and named after Senator Henry Mello and Assemblyman Mike Roos, who authored the legislation, in response to Prop 13, which limited local government entities and special districts from being able to access certain funding opportunities for new facilities. Kelseyville Fire CFD Formation Steps

The Kelseyville Fire Protection District (“Fire District”) is considering the formation of the Kelseyville Fire CFD, a Community Facilities District, to provide additional funding for the Fire District.  The formation of the Kelseyville Fire CFD results in a special tax being added to the annual secured property tax bill of parcels within the boundaries of the Fire District. Important: The formation of the CFD must be approved by the affected voters. Kelseyville Fire can’t form the CFD without voter approval. In this post, CivicMic shares information about the recently mailed Fruitvale BID petitions required for the renewal of the Fruitvale Property Business Improvement District (“District”) that currently funds maintenance, operations, and services within the boundaries of the Fruitvale Business Improvement District (“Fruitvale BID”).  The process of filling out, signing, and returning the Fruitvale BID petitions is a requirement for the renewal and continuation of the valuable services being provided to businesses and members of the community. The County of Santa Cruz has proposed the construction and operation of a stormwater pump station to reduce water ponding in the Rio Del Mar Flats community.  The County has secured funding for the construction of the pump station but must also secure funding for ongoing operation and maintenance before construction can commence.  The County has proposed the formation of the Rio Del Mar Flats Assessment District as an ongoing source of funding for operation and maintenance.
