Community Facilities District ("CFD") Formation Steps

The infographic below is generic for informational purposes only and was not created for this specific project. The infographic reflects the general steps of the CFD formation process, including the participation of a steering committee to assist the public agency in determining if there is sufficient support to move forward. The steering committee referenced in the infographic is not a requirement of the formation process.  Currently, there is no citizen steering committee for this project.  The outreach being conducted is intended to determine if there is support for a CFD to assist the Kelseyville Fire Protection District with funding for improvements, operations, and maintenance.

Important: The formation of the Fire CFD must be approved by the affected voters. The Kelseyville Fire Protection District can't form the CFD without voter approval.

Timeline for the Feasibility Analysis and Formation of a Proposed Community Facilities District

As of July 2, 2021

The Kelseyville Fire Protection District has proposed the formation of a Fire Community Facilities District ("Fire CFD") to provide additional funding for improvements, operations, and maintenance.

Important: The formation of the Fire CFD must be approved by the affected voters. The Kelseyville Fire Protection District can't form the CFD without voter approval.

  • March/April 2021

    Initiation of Community Outreach and Survey

    Gather and share information about the proposed formation of a Fire Community Facilities District ("Fire CFD") to provide additional funding for improvements, operations, and maintenance.

  • April 2021

    Draft Feasibility Analysis and Modeling

    Completion of a draft feasibility analysis and modeling report with preliminary rates for the proposed Fire CFD.  

  • April 2021

    First Community Meeting and Survey Results

    Host a virtual community meeting to share survey results, discuss procedures for the formation of the Fire CFD, preliminary rates, and answer questions.

  • May 2021

    Second Survey

    Send out a second survey to gather information about the current level of community interest in the formation of a Fire CFD to fund improvements, operations, and maintenance.

  • Project Duration

    Continue Community Outreach and Public Engagement

    Continue to share information about the formation process, proposed budget, and rates.  Consider comments and answer questions from stakeholders.

  • June 2021

    Second Community Meeting

    Host a second virtual community meeting to share final rates, discuss procedures for the formation of the proposed Fire CFD, and answer questions.

  • July 2021

    Informational Flyer

    Mail an informational flyer to stakeholders within the boundaries of the proposed Fire CFD.

  • August 18, 2021

    Intent to Form the Fire CFD

    The Kelseyville Fire Protection District Board of Directors considers the Resolution of Intention to Form the proposed Fire CFD, including the boundary map, rates, and setting the date and time of the public hearing.

  • September 22, 2021

    Public Hearing

    The Board of Directors conducts the public hearing, determines whether there has been a majority protest, and considers the Resolution Calling an Election.

  • December 21, 2021

    Election Day

  • January 19, 2022

    Election Results

    The Board of Directors considers the Resolution Declaring Election Results, and if approved by the voters, performs the first reading of the Ordinance Authorizing the Levy of the Fire CFD Special Tax.

  • March 2022

    Charges Submitted to the County

    Charges for the newly-formed Fire CFD, if approved, are submitted to the County for placement on the secured property tax bills.
