The City of La Habra Heights annual reports for the Street Maintenance Assessment District No. 7 and the Fire Prevention, Protection, and Life Safety Services Special Tax have been published. The annual charges were approved by the City Council on June 8, 2020, and appear on the secured property tax bill of properties within the City limits. The charges fund the maintenance of streets and drainage improvements throughout the City, and the services provide by the City's Fire Department.
Street Maintenance Assessment District No. 7
The City initiated the formation of the Street Maintenance Assessment District No. 7 ("SMD 7") in 2017 and conducted the public hearing and ballot tabulation in June of 2018. The formation of SMD 7 was approved by property owners subject to the charge which was levied for the first time in Fiscal Year 2018/19. SMD 7 has a ten-year term with the final charge appearing on the secured property tax bills in Fiscal Year 2027/28.
In Fiscal Year 2020/21, 2,166 parcels were levied a total of $399,771.82. The City may charge up to an established maximum rate that is increased annually by the lesser of 3% or the percentage change in the Consumer Price Index (CPI). The maximum rate for Fiscal Year 2020/21 was increased by 1.95%. As reflected in the City of La Habra Heights annual reports, the charges for Fiscal Year 2020/21 represent 97% of the maximum rate allowed.
Fire Prevention, Protection, and Life Safety Services Special Tax
The City established the special tax in July 1997, pursuant to Ordinance 219, to fund fire protection, fire prevention, and life safety services provided by the City's Fire Department.
The proceeds of the special tax also fund paramedic and emergency medical response services. The costs associated with providing fire protection, fire prevention, and life safety services include, but are not limited to, salaries and benefits of personnel providing the services; costs associated with the acquisition, maintenance, or construction of equipment; facilities and supplies used for the provision of the services; administrative costs of the program; and the cost of any other expenditure necessary or useful to the provision of the services.
The special tax appears on the secured property tax bill of properties within the City limits and will be charged for as long as necessary to fund fire prevention, fire protection, and life safety services.
In Fiscal Year 2020/21, 2,148 parcels were levied a total of $1,227,651.62. The City may charge up to an established maximum rate that is increased annually by the lesser of 3% or the percentage change in the Consumer Price Index (CPI). The maximum rate for Fiscal Year 2020/21 was increased by 1.95%. As reflected in the City of La Habra Heights annual reports, the charges for Fiscal Year 2020/21 represent 100% of the maximum rate allowed.
