In this post, CivicMic shares the La Habra Heights project updates on ongoing street repairs provided by the City of La Habra Heights ("the City") to the Roads Advisory Committee. The City formed the Street Maintenance Assessment District No. 7 (“SMAD No. 7”) in June of 2018 to fund the maintenance of streets and drainage improvements throughout the City.
Important: SMAD No. 7 funds, along with the annual contribution from the General Fund, are used for the City’s annual (ongoing and long-term) street improvement projects. The annual street improvement projects do not cover potholes and routine maintenance. Potholes and routine maintenance are paid separately through the City’s Public Works (General Fund) budget.
Below are the current improvement projects in SMAD No. 7 with status updates coming from the City.
La Habra Heights Project Updates
Fiscal Year 2020-2021 Street Improvement Project – Zone 1 West Road/Las Palomas Drive:
The project is underway, with the grind and overlay, grub clearing, and crack sealing steps already completed. The drainage process is ongoing, as well as additional overlay on several streets. The next step is to begin installing slurry and preparing the soil for Riprap.
Fiscal Year 2021-2022 Street Improvement Project – Zone 2 Encanada Drive/Subtropic Drive:
The bidding process has begun, with the City expecting to have a contractor selected by the end of August.
Fiscal Year 2022-2023 Street Improvement Project – Zone 4 Hacienda Road/East Road:
The City is in the process of executing contractual agreements and will then proceed to the design phase of the project.
Hacienda Road Drainage Project:
The project is nearing completion, with the V-ditch on the north end, headwall to drain, and trash racks having each been fully installed. The City’s next step is to clear additional brush as part of its fire safety regimen while also for efficient water flow.
Highway Street Improvement Program (HSIP) Projects – Hacienda Road and Avocado Crest Road Traffic Signal and Guardrail Placement:
The City recently held a neighborhood workshop and sent out notifications to nearby residents to inform them about the upcoming construction of a new traffic signal and guardrail at the intersection of Hacienda Road and Avocado Crest Road. The project is still awaiting final approval, so an official construction date is to be determined.
