Lincoln Annual Reports for Fiscal Year 2020-21

The City of Lincoln annual reports for Foskett Ranch Reassessment District No. 2017-1, Lakeside Community Facilities District No. 2006-1, Lincoln Airpark Community Facilities District No. 1998-1, Lincoln Crossing Community Facilities District No. 2003-1, and Twelve Bridges Assessment District No. 1995-1 have been published. The annual charges listed in the reports fund certain infrastructural and drainage improvements throughout the City, as well as a portion of the services provided by the City's Fire Department.

Foskett Ranch Reassessment District No. 2017-1

The City initiated the formation of Foskett Ranch Assessment District No. 2004-3 ("Prior District") and issued bonds to fund the acquisition of various improvements within the Prior District. On May 23, 2017, the City Council adopted Resolution No. 2017-114 to refund the outstanding bonds with the Foskett Ranch Reassessment District No. 2017-1 (the “District”) and to levy reassessments on the property within the District as security for the refunded bonds. The District is scheduled to be levied through Fiscal Year 2033/34 with the final debt service payment in September 2034.

The Fiscal Year 2020/21 special assessment levy for the District consisted of 238 parcels for a total of $252,227.64.

Lakeside Community Facilities District No. 2006-1

The City formed Community Facilities District No. 2006-1 on November 28, 2006. The City issued Improvement Area No.1 and Improvement Area No. 2, Series 17 Special Tax Bonds to fund improvements in two improvement areas in Lakeside that included, but were not limited to, storm drain facilities, wastewater treatment and transmission facilities, water supply, storage and transmission facilities, and other miscellaneous public facilities and appurtenances needed to serve the area.

The Fiscal Year 2020/21 special tax levy for Improvement Area No. 1 consisted of 149 parcels for a total of $353,883.94. The Fiscal Year 2020/21 special tax levy for Improvement Area No. 2 consisted of 256 parcels for a total of $497,526.24. The levy for both Improvement Areas 1 & 2 totals $851,410.18.

Lincoln Airpark Community Facilities District No. 1998-1

The City established the Lincoln Airpark Community Facilities District No. 1998-1 to fund certain roadway and drainage public improvements, as well as the purchase of a conservation easement for purposes of wetland preservation.  The improvements and acquisition are complete and the levy upon taxable parcels within the District will continue until all outstanding bonds have been paid.

The Fiscal Year 2020/21 levy was placed on 423 parcels for a total of $278,479.98. The District has an additional 121 parcels that were not levied; 106 parcels due to “undeveloped” status and 15 parcels due to a classification of “exempt”. All developed parcels within the District were levied at 88.21% of their respective maximum special tax for Fiscal Year 2020/21.

Lincoln Crossing Community Facilities District No. 2003-1

The City formed Community Facilities District No. 2003-1 on May 13, 2003, to fund improvements, such as but not limited to, wastewater improvements, water improvements, roadway improvements, and bridge improvements.

The Fiscal Year 2020/21 special tax levy consisted of 2,601 parcels for a total of $6,182,703.14. Additionally, 192 parcels classified as “Final Map” were not levied.

Twelve Bridges Assessment District No. 1995-1

The City formed Twelve Bridges Assessment District No. 1995-1 and issued bonds in two series (“Series 1999 Bonds” and “Series 2001 Bonds”, collectively the “Local Obligations”) to provide funds to construct and acquire certain public improvements, such as but not limited to, highway improvements, water improvements, sewage improvements, a new fire station, and a portion of improvements to the Lincoln Parkway.

The Fiscal Year 2020/21 levy consisted of 7,049 parcels for a total levy of $3,097,259.56 for the Series 1999 Bonds and 5,609 parcels for a total levy of $1,216,122.80 for the Series 2001 Bonds
