Introduction to Bonded Community Facilities Districts

Background What are Community Facilities Districts? Community Facilities Districts (“CFDs”), also known as Mello-Roos Districts, are special tax districts that were created in 1982 through the Mello-Roos Community Facilities Act of 1982 as a means of obtaining additional public funding and financing for various services and infrastructural improvements in California by imposing special taxes on property. In bonded CFDs, improvements are funded through the sale of land-secured municipal bonds. Property owners within the district boundaries pay an annual special tax until the debt service on the bonds is completely paid off over a designated period. CFDs were created by and …

Background The Mandalay Bay seawalls were built in the mid-1960s to create waterways throughout the newly built homes in the then new Mandalay Bay community. Two types of seawalls were constructed: the Boise, on the eastern part of the development, and the Zurn, on the western portion. They were constructed according to the building codes at the time, which were not as sophisticated and considerate of environmental factors such as seismic activity or soil and structure responses as the current codes. To keep Oxnard’s residents informed about the ReNew Oxnard program objectives through the different stages of implementation and collaboration, in this post, CivicMic provides further clarification about the program’s purpose and the role of CivicMic in the process. What is the purpose of the ReNew Oxnard program? In an initial survey sent out by CivicMic to Oxnard residents, it was determined that 96% of the participants felt dissatisfied with the level of landscaping maintenance being provided to neighborhoods by the City. CivicMic and the City will engage residents to build a long-lasting solution for each neighborhood. Engaged participants will be able to express ideas on how to improve their neighborhoods. Residents of each neighborhood will work together on solutions through the ReNew Oxnard Program: Neighbors for the revitalization of Oxnard communities. Find Your 2020-21 LMD Levy: Oxnard

As recently reported by CivicMic, the City of Oxnard Maintenance Assessment District levies were approved for Fiscal Year 2020-21 at the June 2, 2020, Council meeting.  The levies fund the maintenance of public improvements for approximately forty (40) neighborhoods throughout the City. As recently posted by CivicMic, the City of Oxnard Maintenance Assessment District levies were approved for Fiscal Year 2020-21 at the June 2, 2020, Council meeting.  The approval did not include the Victoria Estates Landscape Maintenance District No. 48 (“LMD No. 48”) assessment levies.  LMD No. 48 was formed in March 2003 to fund the maintenance of public improvements for the Victoria Estates community.  However, LMD No. 48 was dissolved and the assessments were last levied in Fiscal Year 2016-17. The City of Oxnard Maintenance Assessment District levies were approved for Fiscal Year 2020-21 at the June 2, 2020, Council meeting.  The Council meeting Agenda included public hearings for the setting and approval of the various assessment levies for forty (40) districts.  The levies fund the maintenance of public improvements for approximately forty (40) neighborhoods throughout the City.  The assessment levies will be included in the County secured property tax bills due December 10, 2020, and April 10, 2021.
