Reduction in Maintenance Services – City of Fairfield Assessment Districts

CivicMic works with the City of Fairfield to facilitate community outreach and public engagement opportunities for the City's Landscaping and Lighting Maintenance Districts ("LLMDs") with funding deficits and a corresponding reduction in maintenance services.

On Tuesday, December 21, 2021, the City Council approved a contract with New Image Landscape Company representing a reduction in maintenance services for the Rolling Hills LLMD No. 7, Paradise Valley LLMD No. 11, and North Cordelia LLMD No. 13.

Rolling Hills LLMD No. 7 Reduction in Maintenance Services

  • The LLMD No. 7 maximum assessment rates per parcel are $250 for the Serpas Ranch development and $300 for the Rolling Hills development. The rates have not changed since the 1990s and there are no authorized provisions in the rate formula for annual increases.
  • Assessments levied on benefitting properties and funding from the General Fund total approximately $330,000 annually for maintenance and related expenses within the boundaries of the district. Expenses in Fiscal Year 2020/21 totaled over $580,000 resulting in a $250,000 shortfall. In the past, the district's carry-over fund balance has been used to cover deficits, but the fund balance for the Rolling Hills LLMD No. 7 is no longer adequate.
  • The majority of the expenses are for landscape upkeep and utilities, costing $330,000 and $130,000, respectively. Assessment rates cannot be increased without the participation and approval of property owners within the boundaries of the district. The City has initiated the process to ascertain support for a high level of maintenance service and the approval of a rate increase. In the meantime, a reduction in maintenance services is necessary to balance the budget and build a reserve for unexpected repairs.
  • The new scope of work, representing a reduction in maintenance services for LLMD No. 7, includes basic lawn mowing, annual shrub and ground cover pruning, high weed mowing, v­ditch, and drain cleaning, and leaf, litter, and trash removal. Under the new contract, the annual cost for these services will be $81,312, not including utilities estimated to be under $120,000. The contract covers the period January 1, 2022, through December 31, 2023.

Paradise Valley LLMD No. 11 Reduction in Maintenance Services

  • The LLMD No. 11 maximum assessment rate per parcel is $195. The rates have not changed since 1995 and there are no authorized provisions in the rate formula for annual increases.
  • Assessments levied on benefitting properties and funding from the General Fund total approximately $270,000 annually for maintenance and related expenses within the boundaries of the district. Expenses in Fiscal Year 2020/21 totaled over $288,000 resulting in an $18,000 shortfall. In the past, the district's carry-over fund balance has been used to cover deficits, but the fund balance for the Paradise Valley LLMD No. 11 is no longer adequate.
  • The majority of the expenses are for landscape upkeep and utilities, costing $155,000 and $65,000, respectively. Assessment rates cannot be increased without the participation and approval of property owners within the boundaries of the district. The City has initiated the process to ascertain support for a high level of maintenance service and the approval of a rate increase. In the meantime, a reduction in maintenance services is necessary to balance the budget and build a reserve for unexpected repairs.
  • The new scope of work, representing a reduction in maintenance services for LLMD No. 11, includes basic lawn mowing and edging, annual shrub and ground cover pruning and mowing, basic irrigation sprinkler emitter repairs, high weed mowing, v-ditch, and drain cleaning, and leaf, litter, and trash removal. Under the new contract, the annual cost for these services will be $89,952, not including utilities estimated to be under $65,000. The contract covers the period January 1, 2022, through December 31, 2023.

North Cordelia LLMD No. 13 Reduction in Maintenance Services

  • The LLMD No. 13 maximum assessment rates per parcel range from $170 to $850 as established between 1996 and 2015 for each new development within the boundaries of the district. The Hidden Meadows, Village Oaks, and Jayo subdivisions are the only developments with authorized provisions in the rate formula for automatic annual increases.
  • Assessments levied on benefitting properties and funding from the General Fund total approximately $630,000 annually for maintenance and related expenses within the boundaries of the district. Expenses in Fiscal Year 2020/21 totaled over $672,000 resulting in a $42,000 shortfall. In the past, the district's carry-over fund balance has been used to cover deficits, but the fund balance for the North Cordelia LLMD No. 13 is no longer adequate.
  • The majority of the expenses are for landscape upkeep and utilities, costing $340,000 and $144,000, respectively. Assessment rates for the subdivisions without authorized provisions for annual increases cannot be increased without the participation and approval of the property owners. The City has initiated the process to ascertain support for a high level of maintenance service and the approval of a rate increase. In the meantime, a reduction in maintenance services is necessary to balance the budget and build a reserve for unexpected repairs.
  • The new scope of work, representing a reduction in maintenance services for LLMD No. 13, includes lawn mowing, edging, and weed control, annual shrub and ground cover pruning, mowing, and pest/disease control, basic irrigation sprinkler emitter repairs, high weed mowing, v¬ditch and drain cleaning, leaf, litter, and trash removal, and pond maintenance. Under the new contract, the annual cost for these services will be $313,804, not including utilities estimated to be under $144,000. The contract covers the period January 1, 2022, through December 31, 2023.
