Reminder: City Council Meeting Tonight – Water and Sewer Rate Study and Proposition 218 Procedures
The Rio Vista City Council will hold a regular meeting tonight, April 1, 2025, at 6pm to review and take action on the Water and Sewer Rate Study and initiate Proposition 218 procedures. This is set to include:
Adoption of the Water and Sewer Rate Study Report
Initiating Proposition 218 procedures with a proposed effective date for new rates of July 1, 2025
This is an important step in the rate-setting process for Rio Vista’s water and sewer services.
As background, the Municipal Rates and Utilities Committee (MRUC) was established by the City Council in March 2023 to guide the review of utility rates and ensure compliance with Proposition 218. The committee—made up of council members and at-large residents—has met monthly, incorporated public feedback, and worked closely with staff and consultants over the past years.

Following this meeting, notices will be mailed to all ratepayers and property owners no later than April 18, 2025, with details on the proposed rates and instructions for submitting a protest. A public hearing is scheduled for June 3, 2025, where residents will have the opportunity to voice their opinions and submit written protests, if desired.
