San Rafael Sanitation District Sewer Charge Assistance Program Application
for Non-Profit, Low-Income Housing Developments
Tax Year 2026-2027
On December 19, 2025, the San Rafael Sanitation District (SRSD) Board approved a Sewer Service Charge Assistance Program for both Nonprofit Affordable Multi-Family Housing Communities and Low-Income Single-Family Residences.
The SRSD Sewer Service Charge Assistance Program will be applied as a 25% discount to your regular sewer service charge, which is billed on your property tax bill.
You must re-apply every year before May 31.
The application window has closed and submissions are no longer being accepted for tax year 2026/2027.

May 31, 2026
Application Deadline
This application must be filed on or before May 31, 2026, for the 2026/27 tax year. Failure to file on time will result in rejection of your application.
November 1, 2026
Tax Bills Transmitted to Property Owners
Tax bills mailed or electronically transmitted to property owners on or before November 1.
December 10, 2026
Property Taxes Due
First installment of secured real property taxes and all secured personal property taxes delinquent and subject to penalty if unpaid by 5 p.m., or on the close of business, whichever is later.
2026-2027 Criteria
To qualify for the SRSD Sewer Service Charge Assistance Program for Non-Profit, Low-Income Housing Developments, property owners/developers must meet the following criteria:
- Property must be a non-profit with proof of 501(c)(3) status and articles of incorporation
- An exemption application must be filed annually before May 31
- 85% or more units must be low-income units (80% Average Median Income or less)
