Working groups are assembled to represent the interests of the community and spread awareness regarding the new prospective LLMDs.
Second Surveys
The survey is mailed to stakeholders within the LLMDs to gather feedback regarding the new prospective assessment districts.
Community Meeting 3 & Engineer's Report Review
Host a third community meeting for LLMDs 7, 11, and 13 to share updates to the proposed district details and discuss the Engineer's Report. This will take place as soon as possible following the City's review of the draft engineer's report.
Intent to Form New Assessment Districts
City Council considers Resolution Initiating Proceedings and Resolution of Intention which declares intention to establish the assessment district. The time and date of the Public Hearing are set.
Assessment Ballot Package Mailed
The assessment ballot package is mailed no later than this date (45 days prior to the Public Hearing).
Public Hearing and Ballot Tabulation
City Council holds Public Hearing and City Clerk tabulates the Assessment Ballots. City Council considers the Resolution Confirming No Majority Protest Exists and Ordering the Levy (or alternatively the Resolution Confirming a Majority Protest Exists and Abandoning the Proceedings)
Charges submitted to County
If approved, the assessment levy is submitted to the County of Solano.

How can the residents discuss the engineers report in January if the first draft won’t be published until the end of January. The time line doesn’t make sense.
Hi Joe,
By the meeting date, we will have all the information necessary to discuss in the meeting. We will give the community an overview of the main ideas of the draft report. We want the community to have the information as soon as we do, prior to the January 31st date.

The time line wasn’t very clear. It is good news that we will get a good (I hope) overview. I think by now you are well aware of the community’s concerns.
Much better time line information. The community should be able to see more of the process sooner. Far less ambiguous than the previous time line.
