Enhancing Wrigley’s Businesses - Your Input is Vital!

A Business Improvement District (BID) is a group formed by local businesses to improve their area. Business owners within the boundary pay an annual assessment that funds services and improvements intended to supplement baseline City services.

• Cleaning and Maintenance Program
  • Services including, but not limited to: trash pickup, graffiti removal, weed abatement, power washing, and beautification.
• Safety and Security Program
  • Services including, but not limited to: private security and security services, as needed
• Marketing and Economic Development Program
  • Services including, but not limited to: promotion of public events, furnishing of public music, promotion of tourism, activation, and other activities benefiting businesses in the area.
• Management and Operations
  • Management and operations include daily oversight and operation of the Wrigley BID, adherence to the Management District Plan, and compliance with audit/reporting requirements

The primary financial benefit is pooled, dedicated funding that can pay for district services and improvements that many individual businesses can’t afford or sustain consistently. BIDs may also pursue grants, City programs, and partnerships to support district improvements that are available only to BIDs.

The effort is being led by the Wrigley Business Collaborative (WrigleyBC.org), in collaboration with the City of Long Beach Economic Development & Opportunity Department (LongBeach.gov/EDO), with NBS/CivicMic supporting outreach and BID formation planning.

There are 9 existing BIDs in the City of Long Beach. These BIDs have been extremely successful in the improvement of their areas. A few examples of similar-sized area BIDs include: Bixby Knolls BID, Belmont Shore BID, Zaferia BID, Fourth Street BID.

The map below outlines the proposed boundary of what is envisioned for a Wrigley BID.

The BID formation process involves several steps:

• Determine proposed boundaries, activities, improvements, and budget (completed)
• Develop a Management District Plan, which includes detail on above (completed)
• Gather petitions signed by business owners who will pay more than 50% of the proposed assessments (In progress)
• The City Council then adopts a Resolution of Intention to form the district and sets a Public Hearing date
• If no majority protest is received, the City Council may approve formation

BIDs are run by a nonprofit board, usually composed of local business owners. The Wrigley Business Collaborative would be the entity managing a Wrigley BID.

In general, the process for forming a BID, from concept to completion, takes 18-24 months. We are in the last 6 months of the process.
